Change in power in city hall has cause changes in the city. More specifically, the school board and schools are affected. The whites in power along with the upper class whites began to separate themselves to the suburbs while the blacks are left in the urban areas. This has caused a division, white and black, in New Orleans.
It comes as no surprise that this separation is being taken advantage of. With it, Private schools in the suburbs have white student occupy it mostly while public schools have the minorities inhabit it. This process seems to have occurred under the influence of racism/segregation, fear of violence and crime.
The city's school board seems to need to adapt to the students of the city. Public schools in New Orleans has high rates of failure, drop outs, etc. The problem here, is some members of the board are intentionally letting this happen instead of trying to reach out to these kids.
They say that the rates of these failures is high is because these kids are "unteachable and unreachable" which isn't necessarily true. While it is true there are a select few that just don't try because they think it is "cool" there is another majority that needs encouragement and motivation. Not only that, the School Board also has a problem time to time, with a select few who become corrupt and embezzle in funds. This, in turn, takes away money available to funding towards the schools. Basically money is being stolen from all the students. And seeing as how bad things have gotten now, this brings down the chance of student success even further.
All of this is a vicious cycle: The school board aren't able to direct the schools in a way that provides preferable results, the schools aren't able to help the students, the students then fail and can't become successful in life which in turn, affects the whole city.
The relationship between the School Board and the Schools is direct. Decisions the School Board make directly influence the schools. This is why it is so dire for the Board to come up with plans that attempt to reach out and help more students. Because if things remain the same, these unreasonably high rates of failure, drop out, and even unemployment won't change anytime soon.

Nice job. The cyclical part is really important, it's social reproduction, the way privilege and status and wealth are reproduced from generation to generation. It happens through race and class. Recall the term intersectionality? How might social class distinctions also affect the relationship between the school board and some high schools?
